Spitzer Resistivity

I added spitzer resistivity to AstroBEAR and it does appear to make a significant difference to the formation of the stand-off/stagnation shocks.

For the spitzer resistivity, I am using

\eta = 1.15 \times 10^{-14} Z \log \Lambda(ne, T, Z, \mu) \left(\frac{k_BT}{eV}\right)^{-3/2} \mbox{s}

And then the magnetic diffusivity (with units of cm²/s) as

D=\frac{c^2}{4 \pi} \eta
