Tweaking the wiki

I modified the old astrobear page to automatically redirect to the wiki. Is this what we want? Or do we want to maintain a separate website?

Also I had Rich add a development team. Previously development tickets were being marked as for the debug team or the parallelization team. I also created two new reports which are useful for getting a handle on open tickets.
