PURE FUNCTION DMCoolingRate (Temp)

Inputs
- Temp (temperature)
Description
- Cooling for electron impact excitation
- Interpolates the cooling (based on temperature) from the Dalgarno & McCray cooling curve
- Only valid for T > 9000, otherwise DMCoolingRate = 0.
