FUNCTION TimeStepMaster (NodeInfo Info, FuncParam Dummy)

Verifies that Info is not being handled by a master processor and is not marked for deletion, and then advances its grid via a call to TakeTimeStep(). A call to MPI_Dispatch_Finalize() blocks until any outstanding tasks on worker processes are completed. before proceeding.
